Eva Björck är professor i specialpedagogik och verkar inom forskningsmiljön CHILD. Hon var VD och akademisk ledare och för Högskolan för lärande och kommunikation (HLK) vid Jönköping University mellan 2006 till 2013. Mellan 2013 och 2018 var hon huvudsekreterare för utbildningsvetenskap vid Vetenskapsrådet (VR) i Stockholm. 

Eva har tillsammans med Mats Granlund, professor i psykologi och handikappvetenskap, initierat och utvecklat forskningsprogrammet CHILD sedan 2001. CHILD är idag en forskningsmiljö vid Högskolan för lärande och kommunikation och Hälsohögskolan vid Jönköping University, med Mats Granlund som forskningsledare, och ingår i Institutet för Handikappvetenskap tillsammans med Linköpings och Örebro Universitet. Inom CHILD görs studier kring delaktighet och vardagsfungerande hos barn, ungdomar och unga vuxna i behov av särskilt stöd. CHILD-forskare ansvarar för en Masterutbildning inom Childhood Interventions vid Jönköping University samt har ett 20-tal doktorander inom sitt forskningsområde.

Evas forskningsområde är speciellt "Early Childhood Intervention" (ECI) som handlar om utveckling, lärande, prevention och intervention för små barn förskoleåldern. Hennes fokus har varit utveckling av kommunikation och samspel hos små barn med funktionsnedsättning och senare även hos barn i riskzonen för en negativ utveckling. Idag leder hon ett projekt avseende små barns delaktighet och engagemang i förskolan (PEPI) i samverkan med forskare på tre kontinenter. Hon har varit expert i projekt avseende inklusion inom ramen för European Agency for Special Needs and Inclusive Education, och har ingått i utvärdering av det isländska skolsystemet avseende inkludering. Hennes forskning vilar på en systemteoretisk och utvecklingsekologisk ram och omfattar barn, familjer, och miljö.

Bakgrund

Eva Björck har psykologexamen från Göteborgs Universitet, samt en master i Education från University of Wisconsin, Madison, USA, och har arbetat inom barnhabilitering och barnhälsovård. Eva blev filosofie doktor i pedagogik vid Göteborgs universitet 1990 med avhandlingen "Measuring Sensation Seeking", och docent i pedagogik 1993 vid Göteborgs Universitet.  

Åren 1999-2006 var hon verksam som professor i pedagogik med inriktning mot specialpedagogik/habilitering vid Mälardalens Högskola. Från 1999 till och med 2005 var hon prorektor med ansvar för bland annat internationalisering och under två längre perioder tjänstgjorde hon också som t.f. rektor för Mälardalens högskola.

Eva Björck har ett brett internationellt nätverk från sitt arbete inom Augmentative and Alternative Communication (AAC), Early Childhood Intervention (ECI), inom Världshälsoorganisationen (WHO) och EU. Hon var koordinator för ett EU/US finansierat transatlantiskt nätverk inom ECI mellan 2001-2013. Hon är ledamot av "steering committe" i International Society of Early Intervention (ISEI) sedan 1999. Eva har ingått i WHO:s arbetsgrupp som utvecklat en barn- och ungdomsversion av International Classification of Functioning, Disability and Health, ICF-CY, och varit ansvarig för Socialstyrelsens grupp för ICF-CY. Eva har varit koordinator (PI) för flera projekt inom EU:s ramprogram. Hon har haft flera internationella sakkunniguppdrag, till exempel inom Ethical Review Panel, EU, som midterm reviewer för projekt inom EU:s ramprogram, samt ingått i "Midtlyngudvaljet" 2007-2009, på uppdrag av norska Kunnskapsdepartementet om "Bättre lärande för barn och ungdomar med särskilda behov". Ett annat uppdrag är utvärdering av forskningen vid Institutionen för Psykologi och Pedagogik vid Porto Universitet. Hon är ordförande i en av fem internationella paneler för utvärdering av forskningen vid Malmö Universitet (2019-2020).

Eva Björck har lång erfarenhet lednings- och styrelsearbete inom offentlig och även privat sektor. Hon har bland annat varit ledamot i styrelsen för flera högskolor och The Swedish Foundation for International Cooperation in Research and Higher Education, STINT. Hon har varit vice ordförande i styrelsen for NordForsk, Nordiska ministerrådets forskningsorganisation. Hon har haft ett flertal nationella uppdrag, till exempel varit ledamot i Regionala etiknämnden i Uppsala och expert i utredningen om avgifter för internationella studenter. Eva har ingått i Svenska Unescorådet, är ledamot i Skolforsknings-institutets nämnd samt ingår i styrelsen för Majblommans riksförbund, och är ordförande i dess  forskningsråd.
